In order to ensure the safe and unimpeded public telecommunication network, strengthen the management of telecommunications equipment into the network, and safeguard the legitimate rights and interests of users and operators of telecommunications services, according to the "Regulations of the People's Republic of China on Telecommunications", the Ministry of Information Industry has formulated the Measures for the Administration of Telecommunications Equipment into the Internet. This approach stipulates that the State implements a network admission permit system for telecommunication terminal equipment, radio communication equipment and telecommunication equipment involved in the interconnection of public telecommunication networks. The telecommunication equipment that implements the network access permit system must obtain the network access license issued by the Ministry of Information Industry; if it does not obtain the network access license, it must not access the public telecommunication network and use it for domestic sales.
